"No black-out" policy

I tried to use reward points at a Courtyard in Florida that had available rooms. I thought the new "no black-out" policy meant that (like the competition) rooms would could be reserved using points if any rooms were available at all. But it just means that "some" (the quantity to be determined by mgmt) rooms will be available for rewards every day. Similar to airlines and their policy toward reward travel. I think it should be clarified to say that a "gray-out" policy is still in place.
